Title: crosshair messaging?

Does anyone know how to display messages on your opponent's crosshair at the start of every round?  Some guy was doing it to me, and I've never seen it referred to or anything.

It was an admin of the server doing it. It shows up on everybodies screen in the server, not just yours. You need ops in the server to do it.

you need to be a server admin in order to do it
